The Foreign Secretary has today, 1 November, announced £5 million of urgent funding to provide lifesaving support for Sudan. Speaking at the 21st Manama Dialogue Conference in Bahrain, the Foreign Secretary condemned the truly horrifying and utterly intolerable scenes in El-Fasher where 260,000 people, half of whom are children, are trapped in famine-like conditions, surrounded by violence, and cut off from aid. Foreign Secretary Yvette Cooper said: In Sudan right now, there is just despair… And just as the combination of leadership and international cooperation has made progress on Gaza, it is currently failing to deal with the humanitarian crisis and the devastating conflict in Sudan. …For too long, this terrible conflict has been neglected, while suffering has simply increased… …Today, I’m announcing from the UK Government a further £5 million of humanitarian support in response to the violence in El Fasher, on top of the £120 million the UK is already providing this year across Sudan. The new UK funding will support critical humanitarian services, including emergency food supplies, medical care and protection for survivors of sexual violence. £2 million will be specifically allocated to bolster responses which focus on supporting the survivors of rape and sexual violence. Following further reports that the Rapid Support Forces (RSF) and Sudanese Armed Forces (SAF) continue to use rape as a weapon of war, the Foreign Secretary also said: The reports from Darfur in recent days are truly horrifying. Atrocities, mass executions, starvation and the devastating use of rape as a weapon of war, with women and children bearing the brunt of the largest humanitarian crisis in the 21st Century. The UK has led international diplomatic efforts to bring those responsible for inflicting suffering on innocent civilians to account. Of the £120 million for Sudan this year, this includes the delivery of life-saving food and health assistance, as well as support to those facing sexual violence through partners such as the International Committee of the Red Cross (ICRC), Sudan Humanitarian Fund and Cash Consortium Sudan. On October 30-31, Turkmenistan Economy Days were held in Frankfurt am Main, Federal Republic of Germany. The event was organized with the aim of further strengthening trade, economic, and investment cooperation between Turkmenistan and Germany, as well as other interested EU countries. The two-day event brought together representatives of more than 50 leading German companies, banks, and industrial associations, as well as 51 Turkmen companies and a number of government agencies. Among the German participants were major industrial concerns and banks such as Deutsche Bank AG, Commerzbank AG, BOMAG GmbH, CLAAS GmbH, John Deere International GmbH, BASF-Intertrade, and others. Leading industry associations also took part, including the German Committee on Eastern European Economic Relations, the German Agricultural Alliance, Germany Trade & Investment (GTAI), and the Frankfurt Economic Development Agency. On the Turkmenistan side, the forum was attended by key ministries and agencies overseeing priority areas of the economy: finance and banking, agriculture and food industry, textiles and light industry, healthcare and pharmaceuticals, hydrocarbon and petrochemical industries, construction, transport, and communications. At the opening of the forum the Deputy Chairman of the Cabinet of Ministers of Turkmenistan Nokerguly Atagulyev and Michael Harms, Executive Director of the Eastern Committee of the German Economy made the speeches. During the Days of Economy, plenary sessions, B2B and B2G meetings were held, and bilateral agreements were signed. The forum became a platform for discussing current areas of cooperation: trade and economic relations and attracting foreign direct investment, the formation of transport and logistics corridors, and energy partnerships. The transition to a green economy, digital transformation, and the development of e-government were given special attention in the discussions. The event program also included familiarization visits to German industrial enterprises. The Turkmenistan Economy Days in Germany became an important platform for strengthening mutually beneficial contacts, attracting investment, and introducing advanced technologies in strategically important sectors of the Turkmen economy.

On 24 – 25 October 2025, the Ministry of Foreign Affairs of Thailand, International Organization for Migration (IOM) Thailand, as well as Social Lab - Migration in Media (collaboration between Mahidol University, Chulalongkorn University, and Hanyang University, the Republic of Korea) co-organised a Training of Trainers on Migration Reporting: Promoting Evidence-Based Migration Discourse and Media Reporting in Thailand at VIE Hotel Bangkok. The training introduced a new curriculum on migration reporting and served as a platform for exchanging views on news reporting on migration issues. 18 participants, including academics, representatives from civil society organisations, students, and journalists from Thailand and Myanmar, participated in the training. Mrs. Maratee Nalita Andamo, Deputy Director-General of the Department of Information, welcomed the participants and underscored Thailand’s role as a country of origin, transit, and destination for migrants, as well as recognised the contributions of migrants to society. However, negative portrayals of migrants continue to appear in the media. Therefore, accurate, transparent, and unbiased reporting on migrants, while respecting human dignity, is of utmost importance. On this occasion, Ms. Michiko Ito, Chief of Mission ad interim, IOM Thailand, noted that misinformation and disinformation continue to shape public perceptions towards migrants. Therefore, by promoting ethical and unbiased reporting towards migrants, this training can contribute to dispelling prejudice and fostering better understanding about migrants in society. This training is part of a joint project on “Promoting Evidence-based Migration Discourse and Media Reporting” under the cooperation between the Ministry of Foreign Affairs and IOM Thailand.

On 30 October 2025, Ms. Marinee Suwanmoli, Deputy Director-General of the Department of European Affairs, met with H.E. Mrs. Kristiina Kujava-Xanthopoulos, Ambassador of Finland to Thailand, and Mr. Juha Niemi, Deputy Director-General of the Department for Asia and Oceania, Ministry of Foreign Affairs of Finland, on the occasion of his working visit to Thailand. Both sides welcomed the close and dynamic relations and discussed ways to further enhance cooperation in potential areas, particularly in education, innovation, and startups. The two sides also agreed to strengthen trade and investment cooperation. The Thai side further sought Finland’s support for the negotiation of the Thailand - EU FTA and for the Schengen visa exemption for Thai ordinary passport holders. The discussions also covered regional and global developments.

On October 31, in Samarkand, on the sidelines of the 43rd session of the UNESCO General Conference, Deputy Foreign Minister of Armenia Robert Abisoghomonyan had a meeting with Ernesto Ottone, UNESCO Assistant Director-General for Culture and Lidia Brito, UNESCO Assistant Director-General for Natural Sciences. The interlocutors commended close and multifaceted cooperation established between Armenia and UNESCO, including in areas related to the protection of cultural heritage in emerging situations and the integration of innovative technologies in this context. The Deputy Foreign Minister emphasized the importance of UNESCO expertise involvement and uninterrupted implementation of its vital programmes aimed at safeguarding the intangible cultural heritage and cultural rights of the refugees. Robert Abisoghomonyan briefed his interlocutors on the vision of Armenia regarding the organization of the 17th meeting of the Conference of the Parties to the Convention on Biological Diversity to be held in Armenia in 2026. The importance of ensuring an exclusive COP17 was emphasized, particularly by making the voices of women, youth, the scientific community, civil society, and other stakeholders heard in biodiversity discussions. The Deputy Foreign Minister noted that Armenia attaches great importance to leveraging UNESCO’s expertise in tackling environmental challenges, preserving biodiversity, managing ecosystems, and capacity-building.

State House, Freetown, Thursday, 30 October 2025 – His Excellency President Dr. Julius Maada Bio has announced a series of decisive and far-reaching measures to combat the Kush epidemic during a high-level stakeholders’ meeting at State House, convened to review the one-year report of the National Taskforce on Drug and Substance Abuse. Addressing ministers, security chiefs, justice sector leaders, and civil society representatives, President Bio emphasized that the Kush crisis represents one of the gravest threats to Sierra Leone’s social stability, public health, and national security. He noted that the presentations and interventions from various stakeholders had underscored “a profound national urgency” and that the country’s efforts and challenges “should deepen our resolve against the scourge of Kush and all forms of drug and substance abuse.” In a firm and compassionate address, President Bio outlined five decisive measures to strengthen and accelerate Sierra Leone’s national response: Establishment of a Special Fund: A Special Fund will be dedicated exclusively to supporting the five pillars of the national anti-Kush campaign — Prevention, Care and Treatment, Social Support, Law Enforcement, and Community Engagement. The Fund aims to ensure a sustainable flow of resources to finance ongoing and future interventions. Creation of a Special Court: To ensure swift and fair justice, a dedicated Special Court will be created to handle drug-related cases. It will be staffed by designated judges and magistrates to fast-track prosecutions and demonstrate that the rule of law stands firmly against traffickers and peddlers. Formation of a Special Security Unit: A Special Security Unit will be established, drawing personnel from the Operational Support Division (OSD) of the Sierra Leone Police and the Republic of Sierra Leone Armed Forces (RSLAF). This joint force will conduct full-scale raids on drug-peddling hotspots and effect immediate arrests in targeted communities. Issuance of a New Practice Direction: The Honourable Chief Justice will develop and issue a new Practice Direction to guide proceedings and sentencing in drug-related cases, ensuring greater consistency, gravity, and deterrence across the justice system. Legislative and Enforcement Reforms Including Asset Seizures: The Office of the Attorney-General and Minister of Justice has been directed to expedite a comprehensive review of all legislation related to drug and substance abuse. This will introduce tougher penalties, strengthen enforcement, and include provisions for asset seizures to dismantle the financial networks profiting from the Kush trade. President Bio warned that no public official found colluding with traffickers, whether at police stations, airports, seaports, or border crossings, would be spared. “Any public official found colluding with traffickers will face the full force of the law. No sacred cows!” he declared emphatically. T he President appealed for unity and shared responsibility in the national effort, stating that “This is a fight that requires heart and unity from every citizen and every sector. Parents must recognise the warning signs and act early, teachers must watch attentively over our students, communities must protect one another, religious leaders must preach healing, not stigma, businesses should provide opportunities for those in recovery, and every Sierra Leonean must declare: ‘Not in our country, not in our communities, not in our homes, and not in our streets.’ President Bio expressed deep sympathy to families who have lost loved ones to drug abuse and reaffirmed his government’s commitment to expanding care, treatment, and social support services for all affected persons. “Our collective efforts,” he said, “must bring hope, comfort, and restoration to every affected family and community.” The event also featured a moving testimony from Michael Tamba Komba, a former RSLAF footballer and one-time player for a Liberian football club, who narrated that he started taking the drug in 2016. He thanked the government for its timely intervention, which facilitated his rehabilitation, and spoke about his ongoing community outreach through his charity, “Kick Start,” which works to help young people recover from drug and substance abuse. Kambia Town, Friday, 31 October 2025 – His Excellency President Dr. Julius Maada Bio has coronated and formally recognized 17 new Paramount Chiefs, underscoring the sacred and strategic importance of the chieftaincy institution in fostering peace, unity, and development across Sierra Leone. The newly crowned chiefs, drawn from Bo, Port Loko, Kambia, Falaba, Karene, and Tonkolili Districts, were elected between 2024 and 2025 and formally presented with their Staffs of Office by the President in accordance with Part IV, Section 17(a) of the Chieftaincy Act of 2009 “Today marks your official induction into a sacred responsibility, to serve your people and support government in driving development across your chiefdoms,” President Bio told the gathering. He acknowledged the existence of boundary disputes linked to de-amalgamation processes and called for calm and patience as the government works toward peaceful resolutions. “I am a proud member of this sacred institution. I have great respect for the chieftaincy and remain committed to preserving it,” he said, urging the new Paramount Chiefs to serve as vital bridges between their communities and government agencies. President Bio reaffirmed that chiefdoms form the foundation of national development, encouraging the traditional leaders to mediate local disputes, mentor young people, and lead by example in promoting peace and progress. Reiterating his administration’s fight against the harmful drug kush, the President urged chiefs to take a frontline role in protecting their communities. “Kush is a poison that destroys our youth and future. We must all work together to eliminate it. My government has already established rehabilitation facilities across the country to support recovery,” he stressed Minister of Local Government and Community Affairs, Tamba Lamina, revealed that the new inductees bring to 77 the total number of Paramount Chiefs coronated since President Bio assumed office in 2018, a reflection of his commitment to strengthening traditional governance. Host Paramount Chief Bai Farama Tass Ngbak Bubu IV of Magbema Chiefdom welcomed the President and reaffirmed the institution’s commitment to national unity and development. “Chieftaincy is the smallest but most sacred unit of governance — handed down by our ancestors. We must protect its dignity,” he said, noting that Kambia has already established a rehabilitation facility to support victims of harmful drugs. The ceremony concluded with the official presentation of Staffs of Office to the 17 newly crowned Paramount Chiefs, marking another milestone in President Bio’s continuous engagement with traditional leadership for national development. Apoyo del Centro de Almacenamiento y Análisis de Muestras Mineras y Geológicas de Nueva Gales del Sur impulsará la transición energética en el Perú. Nota Informativa 1356-25 Tras una visita oficial al Centro de Almacenamiento y Análisis de Muestras Mineras y Geológicas en Nueva Gales del Sur, conocido como la Londonderry Drill Core Library, se concretó el ofrecimiento de cooperación técnica al Instituto Geológico, Minero y Metalúrgico (INGEMMET) y al Ministerio de Energía y Minas (Minem), con el objetivo de potenciar la exploración de minerales críticos fundamentales para la transición energética global. Esta visita, organizada por la Embajada del Perú en Australia , se realizó como parte de la participación de la delegación oficial peruana en la Conferencia Internacional de Minería y Recursos (IMARC). Los representantes peruanos conocieron de cerca el avanzado sistema australiano HyLogger, creado por la Agencia para la Ciencia Aplicada de Australia (CSIRO). Este sistema permite el análisis visual y de composición de testigos mineros y geológicos (perforaciones de subsuelo) de manera eficiente. Además, se destacó el acceso público y gratuito al material geológico y el sistema en línea National Virtual Core Library, donde se registran y almacenan digitalmente los análisis de las muestras. Este intercambio técnico promueve el uso eficiente de recursos y la modernización de la gestión minera en el Perú, mejorando la accesibilidad a la información geocientífica para la toma de decisiones estratégicas. Las innovaciones observadas en Australia optimizan el uso y análisis de materiales, lo que se traduce en reducción de tiempo y costos en la pre-exploración y exploración minera, una gestión más sostenible de los recursos minerales, la capacidad de focalizar la evaluación preliminar antes de iniciar trabajos de exploración en el terreno. La Embajada del Perú en Australia fue responsable de impulsar este encuentro, con el apoyo de la Commonwealth Scientific and Industrial Research Organisation (CSIRO). La Embajada continuará con el seguimiento y la coordinación para asegurar la continuidad del intercambio entre las autoridades científicas, geológicas y mineras de ambos países.

Shri Pabitra Margherita, Union Minister of State [MoS (PM)] for External Affairs and Textiles, Government of India, is scheduled to embark on a visit to three countries in Latin America and Caribbean Region - Ecuador, Bolivia and Cuba, from 4-10 November 2025. 2. During his visit, the MoS (PM) is expected to meet with the political leadership in these countries and discuss issues of mutual interest and review progress in bilateral relations, including measures to promote trade, technology, tourism, development cooperation and capacity building. He is also scheduled to interact with representatives from business and the Indian community. 3. While in Ecuador, the MoS (PM) will review preparations for establishing a resident Indian Mission in Quito. During his visit to Bolivia, Shri Margherita is scheduled to represent the Government of India at the inauguration of the newly-elected President of the Plurinational State of Bolivia on 8 November 2025 in the administrative capital La Paz. In Cuba, the Minister would be discussing strengthening bilateral relations, including in the areas of health and medicine, digital public infrastructure and capacity building. 4. Mr. President of the General Conference, Madam Chairperson of the Executive Board, Madam Director-General, Excellencies, Ladies and Gentlemen, On behalf of the delegation of the Republic of Belarus, I extend my greetings to all participants of the 43rd session of the General Conference of UNESCO. First and foremost, I wish to express my sincere gratitude to the friendly Republic of Uzbekistan for the warm hospitality and the high level of organization of this important international event. The holding of the General Conference in Samarkand – a unique city often referred to as a crossroads of cultures – is indeed a historic occasion for UNESCO. Distinguished ladies and gentlemen, Eighty years ago, the most devastating war in human history came to an end. The true meaning of history, as understood by contemporaries, represents a shared value for all peoples – one that embodies fair assessments and lessons for future generations. Preserving historical truth in textbooks and academic research must be given the highest importance. The revision of the outcomes of historical events to suit political expediency is unacceptable. In this regard, the Republic of Belarus believes that issues related to the preservation and dissemination of historical truth about the Second World War, as well as the inviolability of burial sites and monuments to the liberators and victims, must remain a constant focus of UNESCO’s work. It is unacceptable to downplay the decisive contribution of the Soviet Union to the victory over fascism, the immense sacrifices of the peoples of the USSR, and the heroism of the soldiers of the Red Army – as it is equally unacceptable to ignore the fact of the genocide of the Belarusian people. At a time of conflicts accompanying the shaping of a new world order, UNESCO’s attention to the lessons of the most terrible of past wars is a crucial condition for fulfilling the Organization’s mandate. Today, regionalism is gaining strength, multipolarity is becoming a reality, and the power of civilizational diversity is becoming an undeniable fact that cannot be ignored. The contribution of so-called developed countries to the global economy and culture is rapidly being balanced by the growing role of the Global South. Alongside positive developments, these trends unfortunately also entail negative potential: competition for natural resources, markets, and people is intensifying. What can UNESCO do to ensure that the emerging world becomes one without wars – a world of equality among nations and a revival of international law? As one of the possible answers to this question, the Belarusian side recalls the initiative put forward by the President of the Republic of Belarus at the 2005 UN World Summit – the recognition of the diversity of paths of progressive development as a value of human civilization. Strengthening in this way the ethical foundations of international relations would pave the way for solving many problems. Modern global challenges demand a coordinated response from all nations. Such efforts will be ineffective if they are based on differing notions of justice, good, rights, duties, and responsibility for the common good. Therefore, international relations need shared ethical standards. A global ethic and its implementation in the actions of every State would make it possible, in practice, to ensure a collective response to global challenges – substantiating and building such political imperatives as the acceptance of multipolar reality, the recognition of diversity, and the creation of indivisible security. Such changes in international relations will not occur by themselves. They will follow from changes in the worldview of humankind. This will clearly require abandoning the absolutization of individual rights and freedoms, and moving away from the ideology of consumerism and personal comfort in favor of duties and responsibility. print version

On 30 October 2025, Ms. Cataleya Phatoomros, Deputy Director-General of the Department of International Organizations, chaired the meeting of the Working Group on the Implementation of the 2030 Agenda for Sustainable Development within the United Nations, at Vithes Samosorn, Ministry of Foreign Affairs, with the participation of over 20 key government agencies in advancing sustainable development. The Working Group was informed of the Thai Delegation’s role in the 2025 High-level Political Forum on Sustainable Development (HLPF) at the United Nations Headquarters in New York in July this year, which included the presentation of Thailand’s 2025 Voluntary National Review (VNR). The Working Group also considered the follow-up to the recommendations from the VNR to accelerate SDGs implementation in Thailand. The Working Group discussed upcoming meetings and processes relating to sustainable development in 2026, including the preparations for the new cycle of the UN Sustainable Development Cooperation Framework (UNSDCF) in Thailand for 2027-2031. On the afternoon of November 1 local time, President Lee Jae Myung of the Republic of Korea held talks with President Xi Jinping at the Gyeongju National Museum. Given the shared commitment of China and the ROK to combating online gambling and telecom fraud, the two countries can strengthen cooperation at the bilateral and regional levels to better safeguard the safety of the two peoples and their properties. Third, strengthen the friendship between the two peoples and bring their hearts closer together. The two sides should better communicate with the media and the general public, send more positive messages, and check tendencies that may harm the relationship. As China takes over as APEC host, it will work with member economies to advance the FTAAP process and regional economic integration, and build together an Asia-Pacific community. The two sides should jointly practice true multilateralism, uphold the multilateral trading system, and make global governance more just and equitable. President Xi Jinping noted that the fourth plenary session of the 20th CPC Central Committee adopted the Recommendations for Formulating the 15th Five-Year Plan. The Chinese economy is on solid foundations, demonstrating advantages in many areas, strong resilience, and great potential. The conditions and underlying trends supporting long-term growth remain unchanged. China will remain steadfast in expanding high-standard opening up, and share opportunities with all countries of the world. President Lee Jae Myung warmly welcomed President Xi Jinping on his state visit to the ROK after 11 years, and underscored the great significance of the visit to ROK-China relations. After the talks, the two heads of state jointly witnessed the exchange of cooperation documents in fields such as economy and trade, finance, agriculture, law enforcement, and science and technology. ECOWAS President pledges continued cooperation with Ethiopia to advance peace and stability in the horn of Africa 01 Nov, 2025 Abuja, Nigeria – 30 October 2025. The President of the ECOWAS Commission, H.E. Dr. Omar Alieu TOURAY, has  assured  the Government of Ethiopian of ECOWAS’ continued support for efforts aimed at promoting peace, stability, and development in the Horn of Africa, noting that inter-regional dialogue and cooperation are vital to addressing transnational threats and advancing the African Union’s Agenda 2063 vision for “The Africa We Want.” Dr. TOURAY gave the assurance when he received in audience H.E. Ambassador Legesse Geremew HAILE, Ambassador Extraordinary and Plenipotentiary of the Federal Democratic Republic of Ethiopia to the Federal Republic of Nigeria, during a courtesy visit to the ECOWAS Commission Headquarters in Abuja, on 30 October 2025. The visit provided an opportunity for both leaders to exchange views on issues of mutual interest, particularly the political and security dynamics in Ethiopia and the wider Horn of Africa region. The ECOWAS President emphasized that sustained peace and stability in every subregion of the continent remain critical to achieving Africa’s collective goals for integration, growth, and prosperity. H.E. Dr. Omar Alieu TOURAY commended Ethiopia’s ongoing developmental, peacebuilding and reconciliation initiatives and reaffirmed ECOWAS’ readiness to strengthen collaboration with Ethiopian, the African Union and Regional Economic Communities to promote peace, security and regional integration on the continent. “I want to use this opportunity to congratulate the government of Ethiopia for the completion and inauguration of the Grand Ethiopian Renaissance Dam (GERD) The Dam is very critical in providing improved   of electricity and will bring development to Ethiopia and the Horn of Africa. Congratulations also to Ethiopian for the major improvement on the debt situation of the country.  It shows that with good policies, peace and security; the sky is the limit for the country, region and continent.” E. I have taken note of the emphasis the government of Ethiopia  has placed on its willingness to continue to engage and dialogue with any of the Riparian States that wants to engage with them . This is extremely important because our mutual co-existence needs to be enhanced through dialogue. The Government of Ethiopia can be rest assured of ECOWAS’ support in promoting this kind of dialogue and engagement.”  He added. In his remarks, Ambassador HAILE highlighted the efforts of the Government of Ethiopia in consolidating peace, deepening regional cooperation, and promoting socio-economic development in the country and the region. These include the successful completion and inauguration of the Grand Ethiopian Renaissance Dam (GERD), – Africa’s largest hydroelectric project located on the Blue Nile – as well as ongoing efforts to address the concerns of the riparian states through dialogue, among other things.  He underscored the importance of solidarity and partnership between African regional organizations in addressing common challenges and strengthening continental unity. “The recent successful completion and inauguration of the Grand Ethiopian Renaissance Dam (GERD) is a very big achievement for the ordinary Ethiopians. The Dam has the capacity to generate about 5, 500 Megawatts of electricity. This will serve not only about 16 million plus Ethiopians, but it will also improve power supply in our neighbouring countries. High-level advocacy mission by the vice-president of the ECOWAS Commission to the government of Senegal 01 Nov, 2025 The Vice-President of the ECOWAS Commission, H.E. Ms Damtien L. TCHINTCHIBIDJA, carried out a high-level advocacy mission to the Government of Senegal, focusing on the establishment of the National Early Warning and Response Centre. As part of this mission, Ms. TCHINTCHIBIDJA was received on the 28th of October 2025 by H.E. Mr. Cheikh NIANG, Minister of African Integration, Foreign Affairs and Senegalese Abroad; on the 29th of October 2025, by General Birame DIOP, Minister of the Armed Forces; and on the 30th of October 2025, by H.E. Mr Ousmane SONKO, Prime Minister of the Republic of Senegal. These meetings are part of the follow-up to the decentralisation process of the ECOWAS Regional Early Warning and Response Mechanism, initiated after the adoption of the Supplementary Act by the Conference of Heads of State and Government in July 2014. This project aims to strengthen the capacities of Member States in the areas of crisis prevention, anticipation and management. During the discussions, the Vice-President presented the progress made by ECOWARN, a regional mechanism dedicated to conflict prevention and the promotion of human security. Already operational in most member countries, this system has yet to be deployed in four states, including Senegal. Ms TCHINTCHIBIDJA emphasised the need to place citizens at the heart of the system, recalling that the well-being of populations remains a priority for ECOWAS in its regional strategy for peace and stability. She also reaffirmed the Commission’s willingness and commitment to support the Government of Senegal in the final stages leading up to the official launch of the National Centre and its effective operationalisation. For his part, Prime Minister Ousmane SONKO reiterated the Senegalese Government’s willingness to accelerate the process of establishing the Centre, which he described as a strategic tool for securing communities, both nationally and regionally. Remarks by H.E. Xi Jinping President of the People’s Republic of China At Session II of the 32nd APEC Economic Leaders’ Meeting Gyeongju, November 1, 2025 Your Excellency President Lee Jae Myung, Colleagues, At present, the new wave of scientific and technological revolution and industrial transformation is deepening. In particular, the rapid advance of frontier technologies such as artificial intelligence is opening new horizons for humanity. On the other hand, the world faces lackluster economic growth and a widening gap in global development. Challenges such as climate change, food security and energy security are intensifying. Asia Pacific economies must enhance mutually beneficial cooperation, make good use of new opportunities, stand up to new challenges, and forge a sustainable and brighter future together. To this end, I would like to make three propositions. First, we should further unleash the potential of digital and smart development to give the Asia Pacific region a fresh edge in innovation-driven development. We should fully harness new technologies to empower and propel us forward, seize the opportunities of digital, smart and green development, and move faster to nurture and promote new quality productive forces. We should spark data into life as a basic resource and an engine for innovation, promote safe and orderly flow of data, and accelerate high-quality development of the digital economy. We should deepen cooperation on open-source technologies and build an open, competitive ecosystem for innovation. AI is very important for shaping the future, and should contribute to the well-being of people of all countries and regions. We should bear in mind the well-being of the entire humanity, and promote the sound and orderly development of AI while ensuring that it is beneficial, safe and fair. China has proposed the establishment of a World Artificial Intelligence Cooperation Organization, which we hope will provide the international community with public goods on AI through cooperation on development strategies, governance rules and technological standards. China is ready to work with all APEC members to enhance AI literacy and bridge the digital and AI divide in the Asia Pacific region. Second, we should stay committed to green and low-carbon development to build a new paradigm for sustainable development in the Asia Pacific region. Clear waters and green mountains are just as valuable as gold and silver. We should keep in mind our responsibility to our future generations, enhance synergy between green development strategies of all economies, promote free flows of quality green technologies and products, accelerate the green and low-carbon transition, and vigorously tackle climate change. We should ensure the true fulfillment of common but differentiated responsibilities, and urge developed economies to continuously provide necessary support for developing economies in financing, technology, capacity building and other areas. Since announcing our carbon peaking and carbon neutrality goals five years ago, China has established the world’s largest and fastest-growing renewable energy system. Industries such as new energy vehicles, lithium-ion batteries and photovoltaics are thriving. China has submitted its 2035 Nationally Determined Contributions on climate response, and will implement the system of dual control over the volume and intensity of carbon emissions across the board. China has funded the establishment of the APEC Support Fund – Sub-fund on Promoting Digitalization for Green Transitions, and will continue to implement relevant initiatives on clean energy and green transition. Third, we should build an inclusive and universally beneficial future to foster a new dynamism in the inclusive growth of the Asia Pacific. We should always put the people first, and strengthen policy communication, experience sharing and results-oriented cooperation to fully implement the United Nations 2030 Agenda for Sustainable Development, eliminate poverty together, and promote shared prosperity for all the people in the Asia Pacific. We should fully leverage APEC’s traditional strength in economic and technical cooperation, encourage Asia Pacific economies to take the lead in piloting the WTO’s Agreement on Electronic Commerce, and deepen cooperation in such areas as SMEs, human resources, food security, energy transition, and health to facilitate balanced growth in developing economies. This year, the Republic of Korea has proposed the Collaborative Framework for Demographic Change, which will contribute to inclusive development in the Asia Pacific. In China, we will move faster to improve the system that provides full life-cycle population services to all the Chinese people. We will vigorously develop the silver economy, and push forward high-quality development of the population. We will promote the implementation of the initiatives that seek to deploy AI in health-care and enhance digital literacy and skills for women, so that all Asia Pacific can benefit from APEC cooperation. As a 19th-century Chinese thinker counseled, “Alone, one falters under the weight; Together, we stride on the road.” China is ready to work with all parties to embrace the philosophy of innovative, coordinated, green, open and shared development, and build together an Asia Pacific community.
